Georgia Bulldogs No sew make your own blanket?

I bought the Georgia Bulldogs No Sew Blanket to make my dad for Christmas. I started on it a little while ago, and there is a red panel in there and I don’t know what it is. It’s about the same size as the fringed printed fabric. I bought it at Walmart in the craft section and all it is is a solid red panel. Please help me!

Is it the backing? If so, do you need to cut the fringe on it? If you do, use the other panel as a guide for how to cut the fringe.

Do you still have the instructions? Do they mention anything about a solid-color backing? If so, that’s probably it. If not, is it supposed to go in between the two fringed panels as “filling?” Read your directions out loud to yourself. This often helps.
