Your best bet is probably fabric paint pens. They’re available at Michael’s, Hobby Lobby, and other craft stores and departments. The color choice may be somewhat limited, but they would be very tidy. You’ll need to check that your dress fabric will take whatever heat-setting procedure and temperature the paints require. Plan ahead, too, because many of these paints need to dry for 2 or 3 days before you can heat-set and wear your garment.
