What I can use for curtain fabric?

I'm doing, "as applied with fabric flowers and need advice on how easy to find dye ink or paint to use. I have to be able to make different shades and veins radiating from the center of a flower petal. It must be permanent or become permanent Heat it setting. I'd really like to find something that would be readily available at craft stores, etc, instead of going online to order. In addition, the colors better, or at least be able to mix colors to get what I need. The most important thing is permanent, non fading, washable, and safe use on the web. Any thoughts on this would be really appreciated.
